  Hi Carl, that's an interesting idea!  After thinking on this for a few, you can do this today by rotating a pair of filters and a pair of FlexApp rules per application or application group.  One filter and rule with the existing version can use the Date filter condition for before the rollout cutover and the other filter and rule with a start date of the cutover.  Then the old filter and rule can have the date changed and then used the next time a new version is ready to be rolled out.
