Problem:
Icons do not appear for Click-to-layer Shortcuts
Resolution:
It is possible that there is a Group Policy setting that can prevent the icons from showing up.
Make sure to remove the below Group Policy if found in your environment.
Administrative Templates (Computers) -> Windows Components -> File Explorer -> Allow the use of remote paths in file shortcut icons
This policy setting determines whether remote paths can be used for file shortcut (.lnk file) icons.
If you Enabled this policy setting, file shortcut icons are allowed to be obtained from remote paths.
By default the policy is set to allow remote icons EXCEPT for Windows 11 where the default is to NOT allow remote icons.
You can verify if that by checking the registry in the OS and looking for the below registry key.
