Problem:
System time formats do not persist from session to session on non-persistent VMs
Windows allows several time/date formats. For example 24 vs 12 hour format. These settign can be captured by following the below resolution.
Resolution:
1. Open Portability Management
2. Find "Windows Appearance - 6.5" (or other rule that you want to use to capture this setting)
3. Add this key

4. Update your INI file.
